In Alberta, a deck more than 0.6 m (2 ft) above grade needs a guard. There are rules on guard height and on how big the openings can be, so a small child can't slip through. We spec every railing to meet them, and we anchor posts into blocking in the frame, not just into the rim board, because a railing is only as strong as what it's bolted to.
Replacing the railing on an older deck is one of the highest-impact upgrades per dollar. If the frame is sound, a new aluminum or glass railing can make a tired deck look new.
Tempered glass in a properly anchored system handles wind well; that's what it's engineered for. Powder-coated aluminum doesn't rust and doesn't need painting.
